I have an oak tree that has "green limbs" with smooth skin on growing out of the big branches. The tree is dormant now and I WOULD not expect any new growth. The tree has not looked healthy for about a year. Is this some kind of fungus? If so, what can I do to treat it?

Terry,

This is a common reaction of leaf-trees when they are ill. Illness may be caused by fungus, other pests as well as by some condition of the environment - climate, anthropohenic factors etc.

To make the right decision what to do you should find out the complex of causes led to the illness.

Anyway, this is not a very good sign!

Terry,

Your "fungus" sounds a lot like common mistletoe which can be a serious problem. You probably should contact a local arborist to check it out. Have a look at this article to see if it helps
