My six year cedar hedge began to go brown last year. It seems to grow on top but the sides grow and then turn browm. I have found a 1/8" white insect in the leaf.

Is these some way of fixing this problem

Not knowing where you are located, what species of plant you have, and other factors, it is hard to give specific advice. The link below may offer you some clues. Usually it is best to get a qualified plant expert on site to evaluate the problem. The insect may be a scale.
If you do an Internet search for the species of cedar you have, including insect pests, you might get some very good information in the results.
