I have a younger pussywillow tree that is attracting two kinds of wasps( yellow jackets and a larger black wasp with a white tipped abdomen) only late in the summer do they appear. There is no evidence of a nest anywhere on the tree or in the ground, they hover and crawl around on the branches in search of something, but never really go away. Does anyonre have an idea on how to fix- it is starting to "BUG" my neighbor.

I would look to see if they are eating or hunting.
I read that they may eat aphid honeydew for energy.
Perhaps they are gathering resin to make their nests with elsewhere.
