THE LEAVES OF MY HICKORY TREE HAVE BUMPS ON THEM, SOME ARE BRIGHT RED AND ROUND. IS THIS SOMETHING TO BE CONCERNED ABOUT. ALSO ALL MY SHRUBS WHICH I THINK ARE FIR ARE DYING. THANKS FOR ANY HELP.

You would do well to know what kind of "Hickory" you have.
The link provided below is to a site that deals with native forest species of trees.
My guess is that you are seeing a gall-forming fungus or insect effect.
You should be able to find good advice locally, especially if your tree is a local native type.
I don't know much about hickories and their diseases, but galls of some kinds on other trees are usually insignificant.(cosmetic)
