This doesn't sound like anything I've heard of on the Callery pear cultivars. Any chance you can email or send me a picture of the bug? It may be just a coincidence that this is a harmless insect on a tree dying for other reasons. You might want to find a competent local arborist to you figure out what the problem is and what needs to be done.
