What have you guys on the council learned about how to distinguish thresholds between amenity trees and forest trees, and consequent appropriate appraisal methods? I question using CTLA methods being used on trees which reside upon land being preserved as native forest. Is the comodity that the CTLA tools measure (amenity value) on comparable terms with native forest comodities? Do the tools measure, and properly segregate emotional values (pain, suffering, joy happiness)? Would it be appropriate for a tree guy to attempt to measure emotional values?
