We have tree that was moved 4 years ago, and has yet to fully take. The foliage is sparse and lower limbs die every year. The tree is about 25ft tall and was moved by a professional tree moving service (so we have been told, we moved in 2.5 years ago) Now the bark is staring to come off; it looks like the trunk has shrunk. Should I duck tape the bark on, or plant another?

Sounds like your tree is in decline. It would be best to plant another.
