We have a bradford pear that has been in the ground for a year. It has alot of growth at
the ground level, is it safe to prune this
growth? The tree did not bloom this year.

Yes, you can prune off the sprouts near the base. Cut them cleanly with hand pruners. This is a common problem with many of the Bradford pears and other cultivars. They will probably grow back again, if not this year then next spring.

You can reduce the problem by applying a growth inhibitor to the cut areas and the surrounding bark. Check out Monterey Lawn & Garden company, and look on this page for Sucker Stopper.
