A pollarded Mulberry, shoots seem healthy, 90% of the leaves have not appeared.
The ones that have appeared seem large and healthy. any ideas?

The link below tells of some mulberry leaf diseases.
Did the trees in question leaf out and then partially defoliate? Are you sure the leaves never emerged?
Also, many people called mulberry butchery "pollarding", so I'm not sure if you mean a "topped" (large cuts) older tree, or one which has been properly maintained as a pollard since its initial training when young.
The shoots you refer to: are these this year's growth (since breaking dormancy)?
Where is this tree located? Has there been anything else going on with the tree?
Can you look at the shoots up close and determine whether the axilary buds are alive or dead? Are there lesions or areas of necrosis anywhere on the stems?
