Just recently I have noticed some of the leaves on my river birch are turning yellow and have round bumps on the leaves. I am assuming these "bumps" give off some kind of nectar because bees, wasps and flies flock to the tree. I am also assuming the "bumps" are some kind of insect eggs, but I don't know how to treat the tree. Do you have any suggestions?

I don't really know, but I think a good hand lens should help you identify any insects involved. Check the link below and see if this resembles what you are seeing.
It sounds like a deformation caused by an aphid or other sucking insect, perhaps a lacebug?
