A Sapsucker?

I recently bought a house on half an acre of woods. There is one tree that seems a bit odd. It has what seems to be holes all the way around the tree like a necklace. Only one row, and every 4-6 feet only. The tree has sort of puckered out on those sections. I am having a tree removed and an arborist came to give me an estimate. When I showed it to him, he said he'd never seen anything like it. Can I send a picture on this website? Do you have any idea if it is a Sapsucker? The research I have done hasn't shown anything like this from a sapsucker.

Could the marks have been made by a woodpecker?
