THE RIVER BIRCH WE PLANTED TWO YEARS AGO HAS HOLES IN ITS LEAVES. OTHER THAN THAT IT SEEMS TO BE DOING OK. ITS A YOUNG PLANT OF APPROXIMATLEY 7 FEET TALL. WHAT DO YOU THINK IS CAUSING THIS

A doctor would not make a firm diagnosis over the phone with so little information.
Without more descriptive details, it is hard to know what you are seeing.
For instance, the holes may be cut-outs from insect chewing, or they may be areas of necrosis from which dead cells have fallen.
I personally don't have direct experience with River birch in my area.
However I found a reference to damaging agents for this species.
