im a certified arborist and im noticing traces of scale mostly on pin oaks,wondering how and when best time to treat. and with what horticulture oil?

Your best bet is going to be to work with your local extension office if there is one near by. Applications of pesticides are regulated at the state level, so you need to choose the product that is appropriate for your location, and the timing is based on growing degree days, or accumulated temperature, not the calander.
Contact extension in your area and they will most likely be able to help.
