Does anyone have knowledge of their use and effectivness in encouraging developers to protect trees on development sites? In particular who has used them successfully and are they legal in the United Kingdom?

I am catching up on some email reading and postings. I am aware that bonds have been successfully used in the UK and that I know of no reason why they are not legal.
