Does anyone know where responsibility lies when
a tree, whose trunk is close to a property line,
but clearly on one side of the line, falls on
the adjacent property? The tree only fell on
the driveway and did not cause any damage. Who
is responsible for the cleanup costs - the
owner of the property where the tree used to
stand, or the owner of the property where
the remains are now laying? This is in
the state of Connecticut.

I'd try 3 things. 1) Call the CT Tree Protective Examining Board c/o CT Agricultural Experiment Station in New Haven. They might know or get a read from the Secretary of State. 2) Try Chris Donnelly (I take it you're not the same Chris!) at CT DEP Forestry in Hartford. 3) Ask a lawyer, but that might cost you money.
