I have a 60 to 80 year-old Black Cottonwood (Populus trichocarpa) within 40 feet of my home. The tree has shed large (6") limbs, and has two large co-dominant trunks with the crotch about 12' above ground level. A certified arborist and two experianced foresters have examined the tree have determined it to be extremely hazardous and recommended that it be removed. The County is refusing to give us the required permit. Any one have any suggestions? We are in the greater Seattle, WA area - King County.

The tree is 40 ft. from the target? Whack it off at 39 feet if it is extremely dangerous. That way you don';t need a permit for cutting it down to the ground.
